     It is an optical sensor that produces 500 pulses in one full turn. It is used in measuring parameters such as rotation speed, direction, angle, acceleration, travel distance.      It can work with a DC 5-24V supply. The signals generated as the encoder shaft turns are counted with an arduino etc. microprocessor kit or circuit and the number of turns is found. The outputs are used by connecting them to an mcu pin with a pull up resistor. If the encoder ends are floating, you may not be able to measure properly with an oscilloscope. It is suitable for you to measure with the scope by connecting to the supply with 2 pull up resistors.
