It is a DC 12v fan speed control board. There are 2 pots on the board. the small pot is for the start speed adjustment. The large pot is used for the speed adjustment. In addition there is an on off switch on it. The board takes its power over 2 supply cables. If the fan order is reversed it can be used by short circuiting the PF pads.
It is suitable for use in applications where the fan speed needs to be adjusted. It can also be used for reducing the fan noise. The rotation speed can be reduced. Thus the sound decreases. Of course the cooling power will also decrease.
